The Zhengzhou Forum on International Business Environment attracted more than 300 people in politics, research and business fields at home and abroad.
On April 8, Zhengzhou Forum on International Business Environment, one of the major activities for the 13th China Henan International Investment & Trade Fair (CHIITF) was held as scheduled. Over 300 delegates in politics, research and business fields at home and abroad gathered here for communication and discussions on fully improving the business environment in Henan and its openness.
Mr. Huang Qiang, member of Standing Committee of CPC Henan Provincial Committee and the Executive Deputy Governor, attended the Forum and addressed that Henan is implementing the important guiding spirit of Secretary-General Xi Jinping - the rule of law is the best business environment. According to the spirits of NPC and CPPCC, to build a legal, international and convenient business environment, we should continuously carry out the reform (simplify administrative procedures, delegate powers to lower levels, combine the former and the management, and optimize services) to facilitate the enterprises and the public to its largest extent, thus allowing all types of market players more active. The government shall handle over the issues that it shall not manage to the market, minimizing the direct allocation of resources. In addition, the items to be approved shall be cut down as possible and those that must be approved shall be subject to simplified procedures and links, thus to allow enterprises to develop markets but not spend time for items approving. Learning from advanced provinces and cities, Henan has accelerated the system reform on approving the engineering items, greatly shortening the whole approval duration. That is to say, the approval cycle for investment items shall be reduced to less than 100 working days, the items subject to approval shall not be more than that of other provinces, and the time limit for approval shall not be longer than the shortest one. The market economy is a kind of contract economy and credibility economy. To shape a society in good faith, the government at all levels must be honest and keep the contracts to build itself in good faith. New officers must settle the old scores. Promises made must be kept.
Improving the business environment is the only road for Henan to be outstanding
According to the business environment reports released by the World Bank in the past 15 years, a good business environment will increase the investment rate by 0.3% and GDP growth rate by 0.36%, and lead to a significant increase in regional competitive advantage.
Mr. He Xiong, the Director of Henan Provincial Development and Reform Commission, said in his speech that Henan is working hard for model and momentum conversion, and structure optimization. Only by profoundly grasping the laws governing the development of the international market, placing the business environment in a more important position, comprehensively benchmarking international standards and domestic advanced practices, and creating a first-class business environment, can Henan attract high-end enterprises and elements, undertake more capital spillovers and industrial transfers from developed regions, maximize entrepreneurial enthusiasm and innovation drive, and continuously enhance regional competitive advantage.
"Henan boasts location advantages, comprehensive hub advantages and profound cultures. But in the new era, without improving the business environment, these resources cannot be made full use of to accelerate its development at a higher level." Mr. Huang Jinchuan, the Professor of University of Chinese Academy of Sciences, believed that the high-quality economic development cannot be separated from improving hardware environment such as the infrastructure, and deepening the institutional reform and innovation. Moreover, new breakthrough shall be made in software environment, thus to make the market players more vigorous.

"In recent years, Henan has focused on the pain points, difficulties and obstacles in terms of enterprise establishment, construction, operation and development. Taking the reform as a starting point, we make precise efforts to improve Henan's business environment." said He Xiong.
The data released at the Forum indicates that the reform (complete the approval in one time) has achieved remarkable results. Now more than 1,000 province-level issues and 10,000 city-level issues can be handled online and monitored throughout the whole process, nearly 2,000 convenience service items are available online, and 42 key application convenience service items such as online tax administration and degree certification can be handled online.
"It's just like that Henan people have a one-stop E-government Taobao." Mr. Liu, a general manager of a foreign trade company, said at the Forum.
In addition to the convenience services, Henan has also targeted the alleviation of burdens on enterprises during the reform, cutting out all kinds of weird, cycled and repeated certification procedures. Statistics show that the lists for canceled and retained certification procedures at the province, city and county levels in Henan have been issued, with a decrease by 80.5%, 91.6% and 88.7%, respectively. The reporting duration for installation for water supply, gas supply and electricity usage has been shortened to 30 working days, 20 working days and 1/3 duration, respectively.
"As an inland province, by improving the business environment, Henan has gradually become a destination for investors at home and abroad." said Chen Yao, a researcher from the Institute of Industrial Economy of Chinese Academy of Social Sciences.
Compared with international standards, Henan has still much room for improvement in terms of political, market and regulatory environments. "The government must shift its focus and more administrative resources from approval and certification to innovation and macro readjustment and control, the regulatory works in and after the events, and the public services. Only in this way can we improve the sense of gain for enterprises and the public, stimulate the development force of micro subjects to the largest extent, and drive Henan forward in high-quality development." said He Xiong.
