Under the framework of the 13th China Henan International Investment & Trade Fair, the first High-quality Development Forum for China (Henan) Pilot Free Trade Zone was held in Zhengzhou on the afternoon of April 8.
This forum coincided with the second anniversary of the inauguration of China (Henan) Pilot Free Trade Zone, attracting many influential tycoons and groups of celebrities and talent. About 200 participants attended the meeting, including Yuan Yuan, Vice Director of Department of Foreign Investment Administration of Ministry of Commerce, Cao Hongying, Standing Vice President of China Association of Enterprises with Foreign Investment (CAEFI), and relevant officials of Provincial Commerce Departments (Free Trade Office) of Shaanxi, Sichuan and Heilongjiang, well-known think tank experts and scholars from Chinese Academy of International Trade and Economic Cooperation of Ministry of Commerce, National University of Singapore, Rajah & Tann Law Firm and KPMG Consulting Co., Ltd., directors of municipal governments of Zhengzhou, Kaifeng and Luoyang as well as representatives from China (Henan) Pilot Free Trade Zone.
What achievements have been made by China (Henan) Pilot Free Trade Zone in the past two years?
Chen Kaijie, a member of the Party Committee of Henan Provincial Commerce Department and deputy director of Office of China (Henan) Pilot Free Trade Zone, presided over the opening ceremony of the forum and delivered a speech.
It is reported that in the past two years since its establishment, China (Henan) Pilot Free Trade Zone has been focusing on building a government service system that can complete all applications online, constructing an integrated financial service system and a sound legal service system of equality, optimizing a single multimodal transport service system, and creating an innovative supervision and service system with a single customs inspection procedure. The Zone has relegated 455 provincial economic and social management powers, promulgated 47 valuable supporting documents easy for operation, and developed 225 practical cases in terms of reform of commercial systems, improvement of trade conveniences, and construction of multimodal transport system. More than 50 thousand were attracted to register and be incorporated in the Zone, with the cumulative registered capital exceeding RMB 600 billion.
Chen Kaijie said that in the next step, China (Henan) Pilot Free Trade Zone will accelerate the replication and promotion of achievements, speed up the internationalization construction, enhance service efficiency, constantly create new advantages and show more constructive results to the outside world.

We should strengthen overall planning, promote all institutional innovations on the basis of the overall situation and bear in mind the duplication and popularization of reform measures. Meanwhile, we should summarize and organize what we have done and achieved on a regular basis, collect the successful experience in our pilot work and make sure such experience will be popularized extensively and efficiently.
Differentiated exploration for secondary practices——
We should carry out differentiated exploration to develop reform pilot experience in multiple levels and fields, which is to be available to other provinces for learning and reference, so as to better serve the actualization of national strategies.
Cao Hongying pointed out that Henan, as the pilot free trade zone in central China, undertakes the great mission of building a modern transportation and logistics system and an all-dimensional transport hub. China Association of Enterprises with Foreign Investment (CAEFI) will cooperate with China (Henan) Pilot Free Trade Zone in financing leasing, big health and other industries to jointly create a reform and opening-up highland in the new era.
ina (Shaanxi) Pilot Free Trade Zone, introduced the efficient measures in transforming government functions, improving the level of investment and trade facilitation, and put forward suggestions on system innovation, replication and promotion, and risk control. Deng Dexiong, deputy director of Office of China (Sichuan) Pilot Free Trade Zone, introduced experience and measures for free trade consciousness, free trade rhythm and free trade characteristics, which may be used as reference for other free trade zones.
Cui Weijie from Chinese Academy of International Trade and Economic Cooperation of Ministry of Commerce, Tan Khee Giap from National University of Singapore, Yu Ying, partner of KPMG Consulting (China) Co., Ltd., and Xie Jinfa, partner of Rajah & Tann Singapore LLP, elaborated their suggestions on the construction of pilot free trade zones, current international industrial development situation and prospects, in-depth promotion of service-oriented government construction and legal system construction, which are valuable for the development of China (Henan) Pilot Free Trade Zone in the future.
Liu Zhen, Vice Mayor of Kaifeng City and Director of Kaifeng District Management Committee, Zhang Qiuyun, Deputy Director of Zhengzhou District Management Committee, Hu Jiabin, Deputy Secretary-General of Luoyang Municipal Government and Deputy Director of Luoyang District Management Committee, marketed briefly to the present domestic and foreign enterprises on the basic situation, construction achievements and investment policy of all districts.
