To facilitate the implementation of Hundred Cities Construction and Quality-Upgraded Project in a deep-going way, promote the quality development of Henan's new urbanization, improve the urban living environment across the province and build a financing platform, in the morning of April 9, the Hundred Cities Construction and Quality-Upgraded Project Financing Fair was held in Zhengzhou International Convention and Exhibition Centre. In the fair, contracts were signed for a total of 147 projects including Acceleration Project of Zhengzhou Dahe Road, East Fourth Ring Road and South Fourth Ring Road, Zhong'ou Health Industrial Town in Erqi District, and Zhongbu Network Security Industrial Park in Jinshui District, with an investment of RMB 225.1 billion, involving various aspects such as road, urban redevelopment, education, culture and healthcare. In the morning of April 9, the Hundred Cities Construction and Quality-Upgraded Project Financing Fair was held in Zhengzhou International Convention and Exhibition Centre. The number of traveling merchants attending this fair far exceeded that of the previous year. Representatives of 372 traveling merchants from Hong Kong, Beijing, Shanghai and other Chinese cities participated. Xu Guang, vice-governor of People's Government of Henan Province, and Guo Fengchun, deputy director of Henan Provincial Department of Housing and Urban-Rural Development, made a detailed introduction on the site.
Since the launch of the Hundred Cities Construction and Quality-Upgraded Project, three financing fairs have been held in Henan province. A series of documents such as the Financing Scheme for the Hundred Cities Construction and Quality-Upgraded Project and Fiscal Policy in Support of the Hundred Cities Construction and Quality-Upgraded Project have been released to guide the project construction across the province.
"So far a total investment of RMB 885.3 billion has been put in place by cities and counties in the previous two rounds of project construction and 10,310 projects have been put into practice, providing strong support for the implementation of the Hundred Cities Construction and Quality-Upgraded Project," Xu Guang said.
The total number of projects for the "Hundred Cities Construction and Quality-Upgraded Project" in whole Henan Province has reached 7,461 this year, covering all county-level cities and central districts of provincial municipalities, and involving urban infrastructure, public service facilities, ecological restoration & city repair, shantytown renovation, industrial development, comprehensive district development, small towns with special features, smart cities and other fields. The total investment is about RMB 2.3 trillion, RMB 671 billion of which is planned to be completed.
At this Investment and Financing Fair, 618 projects with an investment of RMB 830.2 billion were launched by various cities of Henan, and 147 projects with an investment of RMB 225.1 billion were signed on site. These projects have involved education, culture, medical care, water supply, heating, road, old city reconstruction, environmental management, tourism, commerce and many other fields. Typical examples include Dahe Road, Speed Upgrade Project for East Fourth Ring and South Fourth Ring Roads of Zhengzhou City, China-Europe Health Industrial City in Erqi District, Central Network Security Industrial Park in Jinshui District, and other major projects in various prefecture-level cities of the province.
Achievements: The Hundred Cities Construction and Quality-Upgraded Project has been explored to a deeper level, and the living environment has been constantly optimized.
"Better City, Better Life" is reflected in a growing improved living environment, much more complete urban functions, and all-round urban public services. Since the implementation of the Project for more than two years, the environment, infrastructure and public service construction of cities in the province have been greatly improved.
In the past two years, 2,825 km roads have been built and reconstructed in the built-up areas of cities and counties in the province, with an average road network density of 6 km/km2. There have been 81 supporting waterworks and 1,352 sponge city pilot projects. The length of the newly built and reconstructed gas pipeline network and that of the newly built and reconstructed heating pipeline network have respectively reached 12,251 km and 1,388 km. There are 1,232 thermal stations, which additionally cover a heating area of 128.78 million m2. The gas penetration rates of the built-up areas in the cities and counties have reached 96% and 90%, respectively, one percentage point and five percentage points higher than those at the end of 2016. The functions of these cities have been continuously improved, and their carrying capacity has been greatly upgraded.
Second, the living environment has been constantly optimized. The cities of the province, always putting the building of a high-quality living environment as a core target, have vigorously promoted the old city reconstruction and ecological construction. There have been 1.252 million newly constructed shantytown renovation settlement houses and 922,000 basically completed houses. The cities have basically completed the treatment of 123 black and odorous water bodies, built and renovated 5,100 public toilets, and constructed a large number of parks, amusement parks, green spaces and wetlands, significantly improving the living conditions. Now, the old urban areas take on a new look and the new ones burst out new vitality.
Third, the development quality has been constantly improved. Over the past two years, 10,310 projects have been implemented for the Hundred Cities Construction and Quality-Upgraded Project, with a complete investment of RMB 885.3 billion, providing strong support for stable economic growth and urban transformation and development. Fourth, the public services have been continuously strengthened. Centering on what people want and expect, the cities of the province increase the supply of public services in government affairs, education, health, culture, sports and old-age care. A large number of people's livelihood problems, such as the difficulties in handling various affairs, in going to school, in seeing a doctor and in providing for the aged, have been gradually solved. There are new places and sites for citizens to enjoy cultural entertainment, do sports and build up their bodies. People's senses of gain and happiness have been obviously enhanced, and the image of a civilized city has been constantly upgraded.
This year and next year will witness the construction of 6,627 projects reserved for Hundred Cities Construction and Quality-Upgraded Project, with a total investment of RMB 1.9 trillion.
