The Henan Provincial Commerce Department in the afternoon on February 7, 2018 held the mobilization meeting of provincial business system for the 12th China (Henan) International Investment & Trade Fair (hereinafter referred to as “the Fair”) to summarize the preparations at the early stage, and arrange the matters of next-step work for the Fair. Zhang Yanming, Secretary of the Party organization of Henan Provincial Commerce Department, Zhu Jun, commissioner of the Department to Zhengzhou, Gao Xiang, Deputy Director-General of the Department, Li Ruopeng, Deputy Director-General of the Department, Sun Jinglin, Deputy Director-General of the Department, and Lv Qing, leader of the Inspection Group, attended the meeting. Main officials in charge of Commerce Bureaus of all cities and counties (prefectures) directly under the People’s Government of Henan Province, Zhengzhou Airport Economy Zone, national and provincial economic & technical development zones and hi-tech industrial development zones, as well as other units also participated in the meeting.
With the meeting hosted by Gao, Sun summarized the work plan’s main content of Office of the Organizing Committee and arranged the work-related matters of the Fair. Zhu praised the positive work attitude and current work progress of the aforesaid Office, and pointed out that it is the first year for the Department and the People’s Government of Henan Province to cooperate for organization of the Fair, and the Department has input many efforts in the preparations for the Fair and positively communicated with all sectors for implementation so that to make many tasks efficiently conducted. This mobilization meeting unified the thoughts, and enhanced the awareness, playing a very important role in progress of the preparations. At last, Zhang stressed the significant meaning of this Fair again, and proposed five requirements. Firstly, the awareness should be deepened, and the thoughts should be unified. The Fair is the first large meeting of national level under the guidance of Xi Jinping, General Secretary of the CPC, and new socialist thought since the 19th National Congress of the CPC, and it is not only the first in Henan, but also in China. The 19th National Congress of the CPC has set an important and major target development for commercial task that China should be built as the country with powerful trade, which is also the overall strategic goal for commerce indicated by Xi. Efforts should be made to earnestly execute these significant instructions on Henan’s development, center on the strategic deployment set by the CPC Henan Provincial Committee and the People’s Government of Henan Province for boosting the high-quality development and industrial transformation & upgrading, and hold this Fair as a high-class, featured and effective feast. Secondly, moves should be actively taken to fulfill the mission. In the view of main leaders of the CPC Henan Provincial Committee and the People’s Government of Henan Province, the future development of Henan province relies on the opening-up, but there is still a gap between such opening-up and that of coastal and developed regions, and the commerce-related work has a far-reaching influence on Henan’s development, so comrades should actively take moves to bear the historic task, follow the strategic intention and expected target of the CPC Henan Provincial Committee and the People’s Government of Henan Province, and do a good job for this Fair. Thirdly, the characteristic and standard should be improved. The 12th Fair is the economic and trade activity of the highest class and biggest scale attracting the most attention going to be held by Henan province over the years. Efforts should be made to improve the quality as the goal in line with the requirements of the CPC Henan Provincial Committee and the People’s Government of Henan Province. The quality is more important than both quantity and scale. Through planning of high starting point, organization of high standard, service of high level, and implementation of high efficiency, we should guarantee the Fair with the features, high level and effectiveness, which emphasizes on internationality, pertinence and practicality, and should also make the Fair closely follow new trend of the industrial transfer globally and domestically. Fourthly, every move should be made to save time and quickly initiate the work. Now, there are less than two months left for the opening ceremony of this Fair, and all preparations are complicated and troublesome with tight time and heavy tasks, and thus, all working groups of the Organizing Committee and all Fair-concerned units should further enhance the awareness and sense of urgency, immediately take actions, enter into the tight working status at once, and fully carry out all preparations without any delay of a single day, so that every minute can be saved. Fifthly, the supervision and inspection system should be set up. All working groups of the Organizing Committee and all Fair-concerned units should establish a sense of overall situation, perform their own duties with close cooperation, timely solve relevant problems via coordination, and pool the efforts together in offering an outstanding Fair. All units should submit to the unified instruction and coordination of the Organizing Committee and its Office, mutually support and interact with each other for the tasks. The aforesaid Office should intensify the liaison and communication with all units, reinforce the supervision and inspection, well conduct the handover work, and truly promote all preparations. The eight regulations of the central government and 20 opinions of the CPC Henan Provincial Committee and the People’s Government of Henan Province should be rigorously executed during the organization and preparation for this Fair.
